I like the overall look and feel to this site. Really like the background image. Wonder what the header would look like if maybe blues? I think the links are important on the home page in the main content area. And having the links at the bottom like they are is a plus. The search form is in a great spot for the user. Nice work!

    Bar breaks up the page

Having breaks in the page is usually a good thing, but this one is a little too forceful. The navigation color makes it difficult to break your eyes from it and continue with the rest of the page.

    Darker color

I would play with putting a different color in the background. If you had a darker color with the constitution still as the overlay, it would help separate the content from the background.

    Different color

This color works OK with the layout as is, but all together you have a pretty washed out hum-drum look to this one. If you made the background color darker, you should also make this lighter. maybe matching the gold at the top.

    rework this area

This entire navigation/search looks like an afterthought. I think playing with the links so they worked with this top nav and playing a little more with this part will help this top area quite a bit.

    separation

As I stated earlier, this page just is there right now. In order to make this look as polished as your others, this content area needs some more work. I would play with separating it from the background. I would also play with the typography here. In parts ::

It is too loose. There is too much space in between these news items.

In other parts it's too tight

There should be more space between the date and content.
