Overall the design is nice, neutral colours supported by the green works very well. It carries a professional message about your self and your work.
As mentioned your welcome message is not "above the fold", this means you have to scroll down a little to read it, maybe not a massive disaster, however you then lose the top navigation and looking for navigation across the bottom is not a normal user trait.
When you do go on your navigation you can click "down" to go to the next section" or "top" which takes you right back to the top, why do you not have an "up" link to take you to the previous section?

Tom, thank you for the critic. I was targeting the screen resolutions larger than 1024x768 because I thought that people in my industry use bigger screens. On a second thought, and after your comment I might need to re-think it. Great catch on a second suggestion. It does sound logical that "top" should take you one section up since "down" goes one section down. But then I have to think how to make user go back to the very top/home page easy. I have "home" button on the bottom navigation bar but I am not sure it's that visible. Hmmm...something to think about.
