It seems that your layout is not laid out according to any sort of standard grid from one page to the next. The front page has a 2 column layout that is an even 50% split. Services is 75%/25% work is 33%/33%/33%
Regarding the call to action buttons, even though they are placed in such a way as to be noticed and they are very high contrast to the rest of the page, they still don't draw much attention. I would consider several things. Potentially lighten the background for most of the general page content so that your dark blue gradient on the featured or highlighted areas is more prominent and I would give the request a quote a whole section of its own to give it real visual dominance.
