Just a few thoughts, some may be repetitive of what others have said.
I think the designer has a great feel for color & general layout aesthetic. This particular design needs to be simplified however to make it more marketable & user friendly from a consumer's perspective.
If I've reached this site via a link, I don't know the name of the company because the logo & company name are lost in this design.
My opinion on printing services sites is that the work should be the flair on the page. More specifically, as others have suggested, find 2-3 colors to work with & use them as visual cues for the site user instead of filling the whole page with color.
As a user, I don't know where & in what order I should be looking at this page, I don't know what's important.
There are 4 navigation panels alone, 5 if you include the dual path at the bottom.
The page should lead with what I can get & for what price right away, this gets lost in the current layout.
Make me, the user answer why I'm on this page to begin with & then lead me in that direction quickly.
I'm seeing 5 different icon treatment types (glow vs no glow, cartoonish vs flat, etc.). Iconography is valuable when used sparingly & with purpose. Here it ends up making the page look like a Disney website. Stick with one icon treatment type & use them to break up the monotony of text or as a visual cue.
I am also seeing multiple colors associated with clickable text. I would simplify this & train the user from the beginning on what text is clickable.
Why the prominent linkedin link? Is this to lend credibility to the site? Why is it given equal weighting to the phone number at the top?
