This is getting better. Here's a few suggestions I might consider:

1. Increase the height of the yellow bars
2. Choose a different color for the background.
3. Love what you have done with the blue bar, but just make the columns within it wider. There is too much space between the two columns.
4. Increase the padding on the three columns at the bottom.
5. Think about using a very subtle background image or gradient.
6. Make the large header image more interesting. Maybe add some sort of subtle inner shadow and stroke?
