I think Alan's right, the basic design is OK.
I would look at adding a footer, Removing the red background, and splitting up the large chunk of text you have there.
The hyphens between the links - they don't help out much, just leave them out or if you have to use vertical dividers instead.
Also as a fire dept is only as good as it's people, why not add some pictures of the people involved. Might bring in some female visitors too - if you had a fireman calendar. I only say this because that's how the fire station around here promotes itself around valentines day.
Padding around the text could do with increasing giving the text some room to breathe.
The logo is a bit big too.
