I like what you have going on in concept 2. However, the overall layout could use some more padding between elements and the icons should be downsized.
What is the width of this design? It looks a little small, so you could gain a lot of space by optimizing for 1024x768 resolutions.
The nav dividers are too dominant and there are too many layers in the picture area. Reduce the line height under "Innovative Designs"and consider adding a faint pattern in the navy blue bar that will fade to a solid color.
Keep at it and you'll be in good shape!

These images are actually 1600px X 1600px. The width of the main container is 950px. There is actually a pattern and a radial gradient in that blue bar. I know its kinda hard to tell what is really going on with everything. Thanks for the help!
