The idea is pretty good, and you have a lot of ideas to work with.
the only problem is that what you started with a FULL on FX covered design, gradients, textures, inner shadows.
The design needs to work in two colors before it can work in 2 thousand.
I would reccomend better font choice, and refining the concept.

NOTE: the image is purely to show that you will need to be able to make it black and white, i really dont like my version much but i think it illustrates the point.
with a design like this you will have readablity issues, even I did.

I think the grungy stripes don't work at all. To me, it looks like a caution road sign or something along those lines. The subliminal message to this design is "caution/do not enter". Which sends the complete wrong message.
On top of that it's a grungy/dirty look, which I also think is the wrong direction if you're trying to get corporate clients.
The font is boring, needs work.
In my opinion, this is a redo.

No need to apologise for being harsh at all! How would you go about making an identity for 'Be Noticed'? I've been playing around with certain ideas for a couple of months now!
Well you could go in any direction, really. I don't think you necessarily need something visually recognizable, maybe even just a super strong wordmark would work. But if you wanted something recognizable, you could try: binoculars, fireworks, bullhorn, etc. Granted, those are pretty cliché, but I only took a minute to think of it LOL... sometimes even cliché can look great if well done, though.

Try to hold back som of the effects. It might feel a bit 2005 otherwise. Maybe you could use Illustrator?

To be honest I don't like this. The font is ok. The background pattern is ugly and the blue background is too dark. The gradient in the font makes it dull, so not to be noticed. Why use a point at the end?
I don't think it's working overall. I would drop the caution block in the background and go for a much simpler design where "noticed" is much more emphasized. Make it bigger and possibly change the font.

To be honest, this logo doesnt take my attention at all. I hate to say this but I think you need to start from scratch. What is that yellow grey thing in the back?
The striped background looks nice, gives me the idea that you are going for a grungy feel. The font however is more of a clean elegant design.
I would suggest you change the font to something grungy. You can get some good fonts at http://www.fontsquirrel.com/
I totally agree with Luke, hence why I didn't review it. Sorry, I just felt that I might be a bit too harsh, as there's just too much going on. I would suggest using some negative space...
