I think the way that the website home page looks like a form would put most people off. Most people hate forms. Save these detailed parts for other parts of the website. Put a friendly picture or two more prominently. I think it needs a sentence or two up front to explain the whole mission or point to this. I still don't feel I really grasp it. That's probably what most people feel and why they don't go deeper.

Thank you for the review Stephanie- certainly some very good points there. I definetly get the impression our members are not clear on how and why they should be involved in the site and I am look for a way to communicate this more clearly- our marketing material has been clear enough to get people to the site but once they get there I think they are looking for more direction that isn't there.
Good point also on the tabs- in some cases this is intentional like LEAP but mostly it is mistakes from the old dev that I am still going through and cleaning up
