I like the idea of mobile development marketplaces, but it looks like you are launching now, and a little late to the market - there are lots of places for freelance mobile app developers to get quotes. I see most of them as being overrun with low-value though - development shops that will take any project and promise anything, and entrepreneurs who want "A groupon clone for $500" "A Yelp script for $200" or something else unrealistic. And I see development shops promise to do this - I can't imagine any of it ends well.
I'd suggest differentiating yourself by creating a funnel from ideas to application, engaging different developers and resources along the way, and only attracting serious developers and projects. For instance - I come with an idea for a mobile app that does tip calculations. For $300, someone writes a 2 page requirements description. The entrepreneur would then open that up to designers for mockups for say $700. From the mockup, developers could bid realistically on the application. You could also engage usability experts or testers along the way.
To build buzz, offer open source projects first dibs to attract talented developers to your platform to work on open source, who then might be attracted to paid opportunities.
The design looks very dated.
Subject matter is cutting edge and the design of the site needs to reflect this.
I think that you should do more research on the design. The message is quite clear but the design of the whole site is just too outdated. There are a lot of sites out there to get some inspiration from.
On a good note, do stick with the blueish colors, it does give the site a more professional feel to it. Also the "Browse App Projects by Skill" is a bit too overcrowded, try to find a way to make it easier for us (the visitors) to find what we are looking for.
This site is quite functional. It's very clear and the visuals are appealing.
I've hired people on both freelancer.com and elance.com and my biggest concern has always been in finding a quality developer.
On the sections that speak to the hiring parties, can you add a statement of quality? I'd be intrigued if I saw a promise like, "the best, most experienced app developers around" rather than "the largest freelance marketplace".

The logo is in desparate need of work. Try making it about half the size and changing the app icon to something more appealing
