I agree with the other comments. Attached is a image with where I would move the various pieces.
If you're going to use dummy text, use it for the quotes as well.
Make the "Get a Quote Now" much bigger and in a color that jumps off the page.
I always respect folks who try to break the mold, but you have to be careful. The mold is there because it works, users find what they need easily.
A typical layout for a site like this is Header, Nav, Hero Box, 3 Buckets, Footer.
Here's why your mold breaking design won't work:
Instead of throwing the baby out with the bathwater, reconsider a more typical layout and use typography, color and image choices and some creative spacing to break the mold.
The main navigation doesn't make me want to click into it, the copy at the left could flow along one line below larger navigation.
I also think double lines are unneeded between the sections.
Use a carousel or an accordion in order to show the 3 types of insurance you have.
What will happen if you star covering other as well, how long will the page be.
The most important feature on your website is the numbers on the footer, move them on top of the blue bar and put the strapline on the top right hand and make a more prominent navigation. There is no need to brake it in two, all can fit in one bar.
List some of your clients, list some testimonials. Write you contact details on the footer.
Definitely the second design is way better than the first.
I like your type treatment and palette, but this is hard to scan over. I actually have to put an effort in to figure out where your general navbar is, and that's a big usability no-no. Good luck :)
Also, what does grunge have to do with insurance (2nd design)? Keep effects/textures in context.
I don't like it. It's too confuse for a simple page.
Try using a accordion with the images for a more concise page. I will try use other colors. This blue is nice (hardly used) but the text will be better in white above that.
