First things first- its a nice start to the design. Please try to take this criticism as constructive! Right, now to get to work...
Nice image, but the font on it doesn't fit with the rest of the page. The tag line is also good- lists of 3 are always a good idea. If you change this font to fit the rest of the page better, it might sit nicer in the page
The scrolling icon is an interesting idea, but doesn't really work for me. The final position of 'Ke' is ok, although you might want to change this to 'KT' for Keep Track- trying to associate 'Ke' (Keep) to your brand of 'Keep track of my things' may be quite difficult. Also, the styling of this icon doesn't actually match your page! Compare the style of the page heading, to the icon, on most sites, and these should mirror each other closely. If you make it more in the style of your logo, this might work better.
Font of the 'Search' text doesn't quite fit with the other fonts, and is slightly blurred- JPEG compression is the likely cause. The 'Go' button also seems to suffer from this. You could try resaving these graphics as PNGs, as higher quality JPEGs, or by using actual text, to resolve this.
The logo doesn't tie in to the colours of the page nicely. The red is reused very sparingly in the rest of the page, and the general 'earthy' colours of the page don't really seem to fit with the logo. I must admit, I'm not sure how best to resolve this, it might just take a bit of playing around to get right.
The dotted borders on the 'News and Updates' section and between the image and signup section (in Firefox 3.6 at least) look like they don't fit in, and generally detract from the design. I don't think there's really much need for them and you could probably do without them.
The scroll bars demonstrate that you're trying to fit too much into a small section- those are some very big paragraphs that don't really need to be on the front page. Try to stick to 'key points' that are clearly displayed, rather than trying to get every bit of detail in
The 'Welcome to...' text should be replaced with a name to describe the content on that panel- the name doesn't need redisplaying at them, when its nice and clearly at the top.
General point- the page feels very crampt, you could space things out a good bit more, without making the page too big!
I hope that these points help a bit, and I hope you don't mind me being critical- I try to be as constructive as possible at the same time!
The 'Ke' is not the current logo, but this is what is displayed on the Google search engine. The actual logo can be viewed in Internet explorer. I am working on getting this changed.
I think your design is a good start but it could use a good review. The main issue is the spacing, use of colours and use of fonts.
The logo and tagline work perfectly, keep them! The search-box isn't perfectly balanced. Maybe if you ditch the 'Go' button, it would look better.
The navigation is positioned too far to the right; move it to the right to give it more space. Maybe a subtle gradient similar with the Welcome to... could give it a better look.
Overal you colour scheme doesn't match. Search the web for some free colour scheme libraries.
The positioning of the individual elements is a bit weird; I suggest you take a look at the 960 grid system to give it a more balanced look.
The titles 'Welcome to' and 'News and Updates' are to 'cramped', add a bit of space to the top and bottom. Also, the colour make them look more important than the navigation, give the navigation the primary colour, those titles a secundary colour.
For me there's no logic why the news and updates are scrolling and the welcome text isn't. Leave out the scrollbar; as shown in your screenshot you have 2 scrollbars, which is overkill.
The dotted lines used in the layout are too heavy, make them smaller and less dark.
The dotted line below the footer is too close to the links, lower it or even better, leave it away.
