This is a fair improvement to you last design, however to be honest you are a long way away...
There a re a few things that you need to understand and research before you put up a website, and I think as I have offered my opinion on all of your designs that I should let you know:
Right after you have all those answers, you need to research your competition, what are they doing differently?
Once you understand that, you need to create a logo, and look at making it a little more complex than now. Once this has been designed and you are happy with it, then you can choose the colours for your site.
Generally websites, have more than one colour, at the moment you have blue, and a hue of royal blue. The pale blue is not bad, but there is way too much of it.
Fonts - these are really important, as most people can tell what your site is about without reading anything just by looking at the font.
Navigation, think about this from the end user's point of view, you need a main navigation, and internal and a footer nav... These help in SEO, and well as the general public / visitors happiness, and ease of use.
You have a fair bit of work to do, but I believe that you will get there, might I suggest, that you ask some of the better designers on this place to help you out in a visual context.

It's too simple, while the solid colors aren't too bad, the design still feels lacking. But it seems you have a basic understanding of laying out things, with improvement, you can get it better!
This design really screams of early 90's design. i would take a look at a site like http://www.webcreme.com and gain some inspiration from some of the different sites on there. You should really be designing in Photoshop or fireworks. Flash was never really meant to be a design program.
Sorry, but it's really not very appealing. It's 20 years behind and really not suitable for a tech news site.
I can't really imagine how you would realize the markup of the design.
There's a lot of work to do. Try grabbing some inspiration of the CSS-sites the other users suggested.

May be you should change your working method. Don't focus on a sofware.
1 : do sketches on a paper. try to find colors combinations and layouts.
2 : Use Photoshop or similar to make it real.
3 : Use Flash only if you want your website to be in flash.
Doesn't look like you've got it when it comes to design - yet. But don't give up, my first sites 5 years ago looked a lot like this, much is down to PhotoShop knowledge, so keep plugging away!
this looks like it was designed in the early 90's try following a few tourtorals on net tuts on designing a website. and i would use photoshop rather than flash

For a tech news site, it doesn't seem very tech oriented, attractive or aesthetic. It's plain and drab and not very engaging to the eyes.
I would suggest browsing some of the css galleries like Miro suggested and give a Photoshop concept a try instead of Flash, there are so many more tools and options available to make your concept look great.
