The red does make the button stand out, but red can also communicate "alarm, or stop" psychologically. Using a different color such as green or orange may be more appropriate for the highlighted areas of this page.
I don't know what the purpose of the page is exactly. Do you want clients or more readers? If this is an important step for your site visitors to take, you may consider using a different color such as orange or green to highlight this box.
Consider using bolded text through out the page to make the page scannable. Some readers will read every word, but most just want to scan the page. Highlight the most important points using bold so a reader can get the main idea within a few seconds.
Overall it is a nice design, but it takes a while to figure out exactly what you want. There may be to many options that can distract a potential customer from hiring a ROR developer.
Also, if everything stands out, nothing stands out. The red telephone, bright green header, bright red buttons, orange buttons, and multiple navigations are all competing for attention. My suggestion is to clearly define the purpose of the page and clearly highlight that area with a splash of color so your users no exactly what step you want them to take. Good luck!
