The general usability of your site isn't that bad; however, your goal of presenting "unique high value polymer solutions from a trusted provider" isn't coming through effectively.
Why are your solutions unique and high quality? Tell me why your polymers are better instead of telling me that "ordinary polymers won't do". Is it bc of the better UX Transmission, Extreme Purity, etc? If so, make that more prominent. Also, I'm assuming your Sustainability section makes you unique as well. Include that with your other high-value items.
Don't hide your images behind a banner Some of your images are very strong and you should feel comfortable in showing them off. Instead, you cover them with a banner "when ordinary polymers won't do", giving the impression that those images of polymers aren't good enough. Instead, I can imagine a "carousel" of images illustrating the various products that could be created. Maybe if I click on one of those images, I can see more application examples.
Trust Factor Even though your design is outdated, I do feel that your company appears to be one that could be trusted. Keep in mind that current info will help with that credibility (ex: make sure your News items aren't outdated or from last year).
Underlying "New & Improved" Page If the content on this page is what separates you from your competitors, then don't hide the main info within paragraphs. It's fine to have this much content if you find your users want more detail. But you also need to provide a quick snapshot of what makes you unique. I should be able to get that level of info within the first 5 seconds of arriving on this page.
Finally, I've created a rough layout for you to consider. The layout isn't far from what you have today...just trying to encourage you to highlight the most important info.

Most of my feedback has already been covered by other people.
I think you have a decent start here with a decent navigation and usability.
However, you need to convey the value of your products more clearly on the homepage. Currently all that becomes clear form the homepage is "when ordinary polymers won't do" but it is not exactly clear what your company is about and why your products are better than the competition. It might also be helpful if you had a list of trusted high profile clients to show the kind of companies that you are already servicing.
I also agree with what has been stated about the design looking outdated. You might find some inspiration here: http://www.webdesignerdepot.com/2009/04/50-excellent-corporate-website-designs/
Overall, it seems like a good start. You have simple navigation and text seems to be the right amount and well structured. The main thing you need to improve is not so much from usability stand point but more form strategy and visual design. You ned to make the site seem more up to date in terms of looks and convey the message about your products'/service value more clearly.

The design is a strong starting point and the overall structure is solid.
Some things that might improve things from a strategic point of view include:
Add key phone number to header - This will increase the number of users who phone from the web. Some users just prefer the phone, add an email link to the header too such it's one less click.
Review CTAs - Call to Actions are one of the most important to things to think about when designing for conversion. Two things I would say are move them into space i.e. in a bar on their own, away from the banner, and also review what they are - You want users to contact you so that should be a focus.
Be clear about your market - I'm sure the content here is still to be finalised, but think about tailoring the content of the pages to the interests and needs of you target market. For example if you are targeting corporate chemical buyers than explain why TOPAS does what it does better than anyone else and why they should work with you.
If you do the above, hopefully that will help develop the design / strategy a little more, but I think what you have here is a great start!

I dont feel this is a big corporation, or a big company. Design is typical for cms designs in 3-4 years back at least. Some analysis were made i see, menu items are not bad, additional top menu is very good - support target good. Instead of Rss use Facebook icon - more "reputation" these days ;) Also i dont have a clue , what those polymers do - i had chemistry, i know them, but still talk about products , services and many many on main page. It looks just to empty, to normal, to typical.
