Few comments:
Circular Facebook logo is distracting for me. The facebook logo is typically a square or rectangle and having a circular logo among boxes just feels kind of disconnected. I do not think it needs to be that large either. Maybe a simple rectangular facebook logo on the top left? That will leave room for the refresh and the exit icons.
The refresh and exit icon I feel should have the same colors as the facebook app. The red and beige look makes it feel like it isn't part of the app. It will have a much greater polish.
I feel like the dashes around the apps are either too thick or too distracting. You have very nice clean designs and the dashed boxes take away from it! maybe try a really thin and lighter box around it?
Maybe a light blue box without the dashes or stroke? Who knows but I feel you have an excellent start I would just like to see it even more polished.

You definitely improved and scaled back a little bit, but I would remove the option to have a background altogether. If you look at the facebook website there is nothing 3D or complex about it. The information needs to be clear including the icons and the text.
I would put the basic Facebook logo and make the exit icon the light blue color of facebook.
Other than that when you use a simple color background and polish the logos you should be good!
If will look pretty much like the current FB app, but at least you can show how you improved it.

Here is the thing:
I see you have great ideas but sometimes you have to scale back and see how will other people receive it.
I suggest you go back to your orginal icons, without the dashed boxes. A simple solid light background that is the same style like facebook.
I would also keep the orginal facebook logo and try not to change it. Remember Facebook is a brand you want people to know this is a facebook app and not something else.
Think clean and simple so people get the idea right away!

I'm really struggling with this. First off, you haven't explained your concept. What is it for? Why? What is its function?
Secondly, why do we need a Facebook app from YOU? We have browsers and facebook apps for our phones already - and I can safely say they all look vastly better than this.
Thirdly, your grid of buttons misses the point with Facebook. The first thing people will want to see in an overview - otherwise known as the Facebook feed. With a grid of buttons, you're forcing the user to perform an action. I don't always want to perform actions with Facebook, some times I just want to browse and see what everyone else is up to.
Fourthly, visually the design is ugly. Horrible background, ugly icons, it looks unpolished and lazy, and it doesn't convey "Facebook" to me.
If this is a serious app you're looking to develop, I strongly advise you give up. It's pointless, and not at all good either.
If this is just for fun, fine, but you need to re-work the aesthetics and think harder about how people actually use FB. Good luck!
Example: With my facebook iphone app when i first installed it it forced me to perform an action like select an icon weather it be my inbox, friends list, events, notifcations, photos, posts, etc... Now when i open facebook on my iphone it opens the last thing i was on i.e. friends wall, photo, or my news feed/wall.
The wallpaper isnt actually the apps wallpaper, the actual apps wallpaper is just white/grey standard facebook colours.
Perhaps where you're failing then is your icons. It doesn't seem clear to me where I go for the feed, which is what I'd imagine people would wanna see the most.

I do not know what "Pre installed Facebook app across the Vodafone mobile range" means..but his is just very nice to look at!
I gave it "netral" usability and strategy because i cannot figure out what is it...is it an ad? a wall paper? an app? if it is an app...is the app just the part inside the phone?
and i certainly don't know what to make of all of the FB icons in the right.
Could you answer some of my questions?

Sorry to say but I agree with Michael, this is by far one the ugliest app designs I have ever seen. Not to mention I have no clue what it is.
What's with the background? - Magic mushrooms dripping with paint and rainbows? and that pattern is not attractive.

I hope that you will read the review and look at it from a user point of view... There's no explanation as to what it is that you want to achieve from a user point of view, I would probably never open this app again, after the first time.

The blue square is to show the other icons he designed, and the background isnt part of the app at all its a simple grey.
I guess he should not have done the extravagant display to show what his design is because it does not really fit in with facebook and the purpose of the app.

probably visitors dont understand what it stands for. Are u selling mobile phone or are u selling application, it really doesnt clear.

The dotted boxes around the apps are not going to be there in the final version as these are just there to mark where that certain icon can be clicked on as its a touch GUI.
