What's good: - the site looks playful and whimsical - communicates that topic is about children

Overall, I think you did a great job balancing the playfulness with the "messyness." The colors work great with the backgound and foreground and so I hope you can still utilize those in your final design.
I do agree that it might be best to tone down the paper texture in the background....more so in the body of the design that the header.
I really like how the text becomes the links - no needed extra "click here" button.

Not cozy warmy -Indeed rather Blue2 things that strike me right out of the gate A rather anxious looking child(debatable) And a rather blue scheme - We do have a little blur here but applied as out of focus rather than the blissful peace I would be reaching for. I see no religous (graphical)depicition here and unless things have changed since I looked last at the community value of such Instititions(perhaps not the best turn of phrase )there is value in the values of the community from which you promote. In the past envolved with this kind of thing the kids themselves are a massive resource(god bless em)a cheecky face or giggling group of children will massively enhance the cozy warmy I wanna be there appeal.

Thanks for confirming my doubts - I would also have a hard time styling dynamic information into that fixed-height area, so I think I'll drop this "post-it" idea to make the site go easier on the eye.
