Positive Feature The typography
The typography displays a sense of professionalism, mystery, and important. I don't speak the language, but I'm going to assume that the bold words are key?Contrast

Sorry - you need to convey to the designer that:
Visually - the typography is boring...
The gradient looks like an after-thought, or a deliberate "look like what I can do..."
The ? mark establishes such dominance over the other typographic elements. What's the meaning or intent???
This is an example of well thought out typography

Summary:
I agree with Michael that its a bit boring, even though the target audience may be not all fun and games ether :( Nevertheless, i would suggest to incorporate some movement ether with graphic or with fonts. What is the question mark about? Does it illustrate the content ( what does this text say?)

The question mark is important, but not necessarily the most important sign on it.

Summary:
I'm Brazilian so I understand the copy you wrote and the overall objective of the folder.
To clarify for those who don't read portuguese, the folder is meant to be given to politicians that have been elected or re-elected for office. It congratulates them, and asks "what next?".
I'm assuming the internal part of the folder will then give them advice, suggestions or direct them to institutions that might help them in their duties. Aurileide, it would certainly help if you could include the contents of the folder, as it helps to give advice on the overall strategy.
I personally think you need to get the strategy right before you worry about the design.
Some other feedback you got here suggested the copy was not great. I think you can never really go wrong with Helvetica or any of its variations. However, the design seems far too modern and irreverent for the target audience - politicians, who tend to be older & more conservative.
I also feel that the black background is not the best choice here. On a computer screen, tests show that white copy on a black background improves legibility, but the opposite is the case for printed material. Also, a black or dark background is pretty heavy, when perhaps you should be more light and positive with the colors. Last but not least, having a black background is less eco-friendly, since it requires more ink to produce.
In terms of the copy, I'd go for saying something about how with the privilege of being elected comes great responsibility and they need all the help they can get, instead of writing as if they won the lottery by being elected.
I would go for a serif font like Georgia. I would make the background light with pastel colours, perhaps representing the Brazilian flag or standard (brasão da república)
I feel the second image is worst than the first. The question mark with the swoosh makes it seem like a logo. I'm assuming this a serious folder and it makes it seems like a nike add.
In all honestly, I would completely scrap this concept and start from scratch. Although the folder has a professional quality to it, it seems too unserious and far too much like an advertisement.

Positive Feature Simplicity
I like how simple and clean the first design isNew Idea Maybe add a subtle 1px shadow at -90 degrees to give the text more dimension? Summary:
The first concept is well made and appears professionally design - I do not see any major flaws. I would maybe increase the size of the red circle element 300% to make it stand out, but I do not know the purpose or message of this graphic.
The second one should be discarded - it was not designed by a professional and it shows.
